Westchester County

The mission of the Westchester County Department of Planning is to develop and implement policies, programs and projects that protect and improve the quality of life in Westchester County and result in more livable and sustainable communities. The mission is carried out in three main areas — land use and development, the environment and housing. The department provides a variety of resources and services to assist and educate members of municipal boards, municipal staff and professional planners.

2020 Census

April 1, 2020 is Census Day. The Census is mandated by the US Constitution. The United States has been conducting the Census every ten years since 1790. Census 2020 will be the 24th Census. Data from the Census will be used for the next ten years for many things – including determining New York State’s representation in Congress as well as local districting. Census data is also used for the distribution of about $880 Billion of federal funds to local municipalities according to a December 2018 report from the George Washington Institute on Policy. The Census Bureau estimates that every person that is not counted equals a loss of approximately $2,500 per year to local municipalities. This means that every 400 people who are not counted equates to a loss of about $1 Million in funding – each year. We need to get everyone living in Westchester counted.

Lead Safe Westchester

Westchester County has received a $4.1 Million grant from the US Department of Housing and Urban Development (HUD) to reduce lead-based paint, dust and other safety hazards in housing units of low and moderate income households over the next three and a half years. The County’s Department of Planning will administer grant funds through the Lead Safe Westchester (LSW) Program and homeowners and property owners of single-family or multi-family homes are encouraged to apply for LSW assistance.

Housing Needs Assessment

Westchester County has undertaken an Affordable Housing Needs Assessment to establish a data-based foundation for the creation and preservation of affordable housing in Westchester County. The Assessment looks at the County’s history of housing policies; lays out the methodology for data analysis; provides findings on a wide variety of demographic, housing stock and housing affordability issues; and provides recommendations, including Best Practices from across the country, to help the County move forward in meeting its affordable housing needs.

The Municipal Planning Primer Series includes three documents prepared by WMPF in cooperation with the Westchester County Department of Planning.  The series provides information regarding the roles and responsibilities of planning and zoning board members and support staff and the legal framework that guides the land use planning process in Westchester County.
